Windows 10, IE 11

 

Seems to happen after critical Windows 10 update caused partition error. Did a clean refresh of Windows 10 with Microsoft's help. Ran a fix on the power, said it was all fixed. But this continued to happen. Opened the Event Log and this is what it's telling me:

Still having a boot problem, takes forever to reboot, system hangs up, have to press the computer's button to get it going again. After reboot, desktop icons shift to the left, have to run DesktopRestore to put them back again.
