Windows Update keeps failing with an error code 0x80070005 on windows 7 64-bit

Windows update keeps failing installing Security Update for Windows 7 for X64-based Systems (KB3139398) with error code 0x80070005.

 

It downloads and installs successfully but after restarting the computer it fails and shows cancellation of update, it takes long to boot back to windows then it shows in the update history that it is failed and every time the user shutdown his computer it starts installing again which is very annoying, please advise on how to fix this problem as i have 60% of my users are having this problem.
