Something in a recent Windows 10 update stops installation of QUICKEN.

I worked with QUICKEN tech's most of today trying to overcome an installation problem with Quicken. It was determined that the problems were Windows update related. We tried two versions of Quicken (2016 and 2017 Deluxe) and neither would install. I tried installing on my backup computer that was lacking recent Windows updates and it installed with no problem.

 

I tried to reinstall Wiindows 10 on my desktop without updates but it added updates at the end of installation. Howe do I correct this situation???
