netplwiz is frozen in Windows 10

Trying to dismantle the sign in requirement but netplwiz is frozen with add, remove. properties buttons greyed out. I have 2 sign in options - 1 home users, administrators, users (with no image) which seems to be the default and tells me the password doesn't work so I have to click on the homeusers button, which does work when I enter the password. How do I get rid of the administrator one? When I use the settings/accounts/sign in options only my homeuser info pops up and the "require sign in" option is already to set to never.
