Windows 10 error message "The semaphore timeout period has expired"

I have external HDD connected via USB to my laptop running Win10 64b

After sometime no accessing external HDD, File Explorer still shows all files and folders directly on HDD's root BUT I am not able to open none of them: when I double click any one of them I got the error message "The semaphore timeout period has expired".

I cannot even remove HDD safety because when trying to do that I got the message "Windows is unable to stop the device..."

The only way I can do to solve this is to disconnect and reconnect external HDD.

This is VERY ANNOYING.

Does anybody know a solution that does not imply reinstall something?
