windows 10 Missing Files including wsock32.dll

For some reason or another the other day i attempted to run a program but was interrupted by the error "The code execution cannot proceed because WS2_32.dll was not found. Reinstalling the program may fix this problem." as well as "The code execution cannot proceed because WSOCK32.dll was not found. Reinstalling the program may fix this problem.". I have reinstalled the program and run a security scan for any malware or virus' o my system where none have been found and reinstallation of the program has not helped. The absences of the files have also restricted me from using other programs and I have reinstalled those as well but still to no avail. Is there anything more that I can do outside from trying a factory restart to try to fix my computer? (My computer also had a blue screen last night and asked for a reboot disk or something of the sort, but restarting it seemed to solve the issue. I'm not sure if this is related or not but I thought it might help.)
