windows 7 professional -computer freezes

I attempted to install update but it failed. since then whenever I turn the computer on after 30 to 60 sec, it freezes. I have done 2 restores back to 2 mos and 5 mos ago without help. starting in safe mode does not help. It is hard to try and do anything when the computer freezes up so quickly. I would like to erase everything and reinstall windows but that appears to be very complicated with windows 7 , ( I did it on another computer using windows 10 but I cannot get this one to work long enough to install windows 10thanks
