windows 8 Windows 8.1 Start Screen and App screen is blank

Actually have had this problem for a while. Get frustrated then stop looking it up, then start again sometime later. Seems the most recent solution I can find is an update that occurred in 2012; not sure this is even the computer I had in 2012. Anyway, the update that is being suggested to be removed is not installed on my computer so I am wondering if it might be some other update. I cannot see the tiles on the screen (on the start screen or the app screen). It was also suggested to use the dash or type the first letter of the app and the search would bring it up for you...well the search just hangs on those screens and if I use my file/folder screen, nothing happens - so my search is not working either. I did create a new account and the problem is not on this new account however, I have had the "damaged" account way too long to just let it go. Any help would be appreciated. Thank you.
