I'm getting the error message 'sal3.dll missing'. How can I resolve this?

The error message 'sal3.dll' on my 64-bit Windows 7 PC would indicate that I need to correct this but I don't know how to do this.

 

 

My computer also seems to be running very slowly although it's a pretty high spec. Can I do anything to improve this?
