windows 7 How to fix infinite reboot loop

I've been trying to fix this problem for a while now. I have windows 7 ultimate and my PC reboots half-way through the windows logo animation. Here is what I have tried(everything I've tried both through my PC's WinRE and my bootable windows flash drive WinRE):

- Boot into safe mode(gives the same result as booting normally)

- Launch startup repair(found a problem, but could not fix it)

- SFC on C drive(found problems, but could not fix some of them)

- Recover files from RegBack(didn't change anything)

- Memory Diagnostic(result: no hardware errors)

I really want to avoid reinstalling windows. Thank you for any suggestions.
