Windows Defender Virus removal failed.

I have the latest Windows 10. When I do a full scan defender finds ;

unfortunately it does not seem to be able to quarantine or remove it.

 

I downloaded the Windows Malicious Software Removal Tool KB890830 which ran a complete scan, but this did not detect Obfuscator as a threat even though I saw it scan that file.
