Preview command will not open photos

I had this issue before and it took forever to find the answer. I cannot find it now. When I open a folder of images, I see the thumbnails. No problem there. If you right click a photo, there is a command that says Preview. That used to open windows photo viewer and I could see a larger image. I have updated something and now the image won't open in the photo viewer. I did a system restore and that didn't work. It tries to open the image, but does not. No error is provided. I only want to PREVIEW the photo. If I use the OPEN command, I want that to still be Photoshop. I use the preview button everyday and need this functionality restored.
