Problem with getting emails after downloading Windows update, also internet too slow

Got a Dell XPS PC with Windows 10 Home, 64-bit operating system, OS Build is 15063.483. I can get on the internet (Internet Explorer) but it is super slow and when I try using Paypal or try getting my emails (outlook.com) it will not do it. This all started after downloading the Windows update. Before that my PC was working perfectly. HELP!!! What can I do to get it to work properly?
