Dead Computer - Power Supply or Motherboard?

Is there any simple test to eliminate one of those possibilities (for a completely dead computer - no lights, no fans, no hard disk activity, nothing)? I have read that it is possible to check the power supply by temporarily shorting two pins together, but I don't know which two pins, and I don't know if that will work without any load on the power supply. I do have a voltmeter, however.

system freeze as Youtube web page loads

Over the last three days, I've tried to access two separate youtube links on two separate occasions to find the W98 system freezes as the page is initially displayed. No keybd/mouse response. Required a hardware reboot to recover. I don't normally access youtube, but had done so in the previous week without problems. First link was: The first time the problem occurred, I did a quick disk check - lost clusters found (and repaired). I retried the same link with number crunching background activity disabled - with the same result. Repeated disk check and then attempted to run defrag - incomplete after hitting a bad sector. Hi, Well it didn't last long, around 6 days, but this time it "died" while I was downloading. I will not spend any more time trying to fix this Compaq Presario 1200XL110. I removed the 3V RTC/CMOS battery, which I bought new. I check the voltage (2.98V). This is a repeat of last years post on the GA511NA pc card I put in my toshiba 225 cds laptop. I have tried several installs/uninstalls with no luck. The install wizard asks for the 98se disk sometimes and sometimes not. The device manager shows the yellow icon for this installation but I just can not get it to work. What's happening here? How do I stop this from happening? MS Explorer on Win 98 system collects cookies like crazy even with MV Host file installed.. Ok. As a test I cleared out all temp and cookies, to BLANK. Cleared out Recycle Bin. Rebooted. Went to a SINGLE website to view a a tour for a home. And VOILA! Thousands [well it seemed like thousands] of cookies with inappropriate URL addresses insinuated themselves right back again. These are cookies not even associated with the tour. How do I change the Windows greeting? Win 98SE I inherited from a fellow employee an IBM ThinkPad [laptop], which he kindly converted for my use. The only residual left was a greeting with his name on it asking for a password that only required I hit CANCEL to boot up Windows and fully use the laptop. He is no longer with the firm, all the licenses for all the software are legitmate. I've used this unit for a while with a lot of my own installations added to the existing structures, and I'm reluctant to reinstall from scratch. Did not want to join the other post on this. I got a letter from the above stating that if I was using Outlook Express to access my Windows Live Hotmail account that it would no longer work later this year. According to Qwest my ISP, I have a Windows Live Premium account as part of my broadband package. If what I am reading is correct then, because I have the premium account, I will not have to worry about using OE to send and download my Hotmail. Is that correct? Thanks

I posted this problem a few weeks ago and got it resolved, but it has resurfaced. A few facts are different this time. SAME AS THE LAST TIME: I have Windows 98 Second edition. I made no changes to my computer in the recent past. All of the sudden, when I boot up I get this message "Windows Protection Error." It suggests that I open in safe mode. I am able to do that.
