No not in safe mode regular start up tried system restore also

Same thing at start up tried recycle bin icon blinking on icon screen also arrow that has hidden icons blinking also that's before I click Internet explorer as soon as I click search bar on Internet explorer starts blinking like a flickering blinking

I have lenovo t400 with windows 7. Been having problems at start up computer sometimes blinks eratically till I press a key than it stops. Than it sometimes gets one beep than starts up or will go back to beeping eratically. The other issue is after I click Internet explorer search bar blinks and doesn't let you type in it or when you type in google bar start to type in middle of typing switches to search bar please if anyone can help with this problem much appreciated
