Are they easy to get hold of and install?

I have a stand alone desktop Dell PC running Windows XP. When I boot up I get the following message displayed: Invalid Configuration Information Please run Setup Program Performing automatic IDE configuration TOD not set please run setup When I run setup and change the date it boots up but does not stay when I power off and instead of powering up properly and running Windows XP I get the message as above? Is it a hardware or software issue?
