Loopy Lou

Hi, I'm not really sure how to use this but i'll give it a go. I have a problem with my other computer, when I turn it on there are no desktop icons, no start bar, just the desktop picture. I can press CTRL + ALT + DELETE but then when I try to start a new task there is nothing. I don't know enough about computers to play around to see what is wrong. Has anyone got any sugestions?
