You need to disable unwanted programs on start up. You can do it by start/run/msconfig + enter Then go to startup programs disable all programs except antivirus and anther you may need on startup. As well your pc may infected with virus or Trojan which can slow down computer performance.

If you are talking about bott.ini you can modefy it with notepad c:\boot.ini
