How do I find out if my pc can make a set?

Hi, new to forum. I have a dell dimension 4700, with windows xp. Problem is it is so slow, can take up to 45 minutes to connect to web, 10 minutes to print a document, locks up all the time, often gives a low virtual memory error reading. A friend suggested wiping the hard drive and using the restore disc that came with pc, only problem is I did not get a disc with the pc from Dell. Any thoughts on what I can do to fix this besides buying new computer, it just isn't in my budget. Thanks.
