need more help hey anyone know why i can't keep anything downloaded to my laptop (dell latitude d830) running windows xp

i have a laptop (dell latitude d830) running windows xp i got it from my school 2 years ago and when i download things and i have to restart the things i downloaded disappear i can't even create a new user acount without it disappearing,and also i get a message saying dcom shut down unexpectedly please help thanks slugger
