I just set up IE 8, could this be linked? B

Hello I have a problem thathopefully this forum can fix. When I click on a icon on the desktop, all icons above switch on and activate if i double click, there is also a problem with IE, when I click on a new link a new IE starts up. Is there a way I can stop this Yours hopefully Ballroom :o
