Language changed in Folder options

My problem is that in My computer XP SP2 home

under "Tools" menu when I open "folder options" & then select "View" option

& under this option all the menu items are written in some Chinese like

language not in English language. No other problems that i`m aware of Any

suggestions on how to get the language back to English?

I don`t have the machine here I`m trying to help my sister out.
