Is it possible to set up a Windows 2003 server with terminal services so that different users get different desktops / programs available? For instance, I'd like to set it up so that my accounting staff members can access our accounting software, and that my hr staff members can access our hr software, but accounting staff can't get hr software, etc. Thanks.

Can GPO be used even on a lone, workgroup-based W2003 server, ie. without AD at all? Thank you.

No, GPO's are a domain feature.
