I'm supposing you are visiting some web page to download a MS product? Wga Plug in install.exe its the Windows Genuine advantage plugin installation for your browser. Your system needs to be validated. There are two ways to do this that I've run into, an activeX control that gets used on MS web pages, or you download and run a tool and then type in a code on the web page. Either way something has to validate your system to complete a web page you are on. I'm supposing you are visiting some web page to download a MS product?
