If you set it to user, it will only apply to those users regardless of what computer they use. For me I have applied it to user. I created a security group called Desktop Policy then have the GPO apply to all users in that group. The reason I did this is because the CEO wanted his own wallpaper whilst everyone else gets the company logo. If you want it to apply to all machines regardless of user, go with computer GPO.
