I cannot install some programs in my computer even though I am the administrator and cannot access Virus & Threat Protection to enable it.

For a few months now I cannot install some programs in my computer, many but I noticed it specifically with transmission, a common open-source torrent program. Windows delete the file, even if I run it as administrator. I then went to check "Virus & Threat Protection" to configure it to enable the exception to install it and I got this message I searched it online and found this and some other suggestions on what to do and nothing worked. FIX: Your IT Administrator has limited access Number 5 particularly doesn't work because my windows doesn't have the 'gpedit.msc
