I know that modern CD-ROM drives are pre-programmed to spin down after a few minutes of inactivity to help save power or just to make them quieter. However, is there a registry setting or utility to actually keep the CD-ROM drive spinning up for as long as I need it to?

I believe this is set in the drive's firmware, so the answer is probably, "No". There is a further complication in that, the actual spin speed is a function of the position of the data on the disc (particularly at the faster speeds which work in ZCLV mode).
