Local Security Authority Process initiated a network connection to 117.18.237.29 (LEGIT IP?)

Hello, so my Local Security Authority Process just connected to a IP address of 117.18.237.29. I'm not sure if this IP is a legit CDN and associated to microsoft and I'm worried. I just clean factory reset my pc (re-installed windows from a USB, and deleted every files on my hard drive), I also have a reliable third-party antivirus which when I full scanned said my PC was clean. I also tried to scan using the built-in windows anti virus and no threats were found, so i doubt it was caused by a malware.I also did some research and found this on IP WHOIS lookup:inetnum: 117.18.232.0 - 1
