Help Buying/building a new PC

I am looking to buy or possibly build a budgetall-round PC however, being a big fan of gaming It would be a huge bonus if it was capable of handling high quality games like supreme commander, would this PC be sufficient and if not, where can I get a PC for what I want without a huge price tag?
