My computer is blocked. windows defender security center pop up how do i fix this

Access to my computer has been blocked by a (Trojan Spyware) pop up that says Windows Defender Security Center, access to this computer has been blocked for security reasons. It will not allow me to operate my computer at all, so all of the remedies I have been finding are of no use. I am not a computer wizard, so any explanation would have to be rather in its simplest form. I am writing this from a different computer. Thank you, Phil
