In WinXP, I've always just gone to C:\Documents and Settings\All Users\Start

Menu\Programs and deleted the icon from there after the program has been

deleted. It's safe to do that. You can also just right-click on the icon in

the Start Menu and click delete. That's safe too.

Right click- "Remove from this list"

 

You are not removing the program, but indeed just the shortcut- a 1kb image

that points to the program executable.
