My windows defender won't work, because I acidently allowed a virus instead of selecting on removing it

Hi, so there was a virus on my Laptop names as "key maker.exe" (the wording might be different). My brother installed Bandicam on the laptop and I am guessing he tried to install keymaker to make it work... When i figured it out i tried to remove the virus, but i ACCIDENTALLY clicked on ALLOW and now as you can see in the screen shot down below, my Windows defender/Windows default antivirus program is not working, which is causing my Laptop to slow down and lag.... I need help in removing the virus and making my defender work.Solutions i tried:I installed AVG antivirus app (as you can see in
