Ipsec and triple des

If i have a win2k3 server at one site and another win2k3 server at

another site and i establish triple des on both and enable L2tp over

Ipsec on both servers. And the Server(request security) on one server

and the Secure Server(require security) option on the other. Then

would the tunnel that would be established between both servers be up

on demand(only when traffic is intiated between the two). Or would

the tunnel be up permanently(as if i set up an ipsec tunnel between

both firewalls at the different sites). Thanks
