It means that too many programs/processes are going and you're running out of resources. It rarely has anything to do with actual virtual memory. The problem can be caused by a computer with insufficient RAM (how much do you have?) and/or virus/malware infection or too many legitimate items running in the background. Fiddling with the virtual memory settings, *unless* the OP was messing about in there and changed things, is not the first step in troubleshooting this issue. If the OP is getting the error often enough to warranty his/her posting about it (i.e, more than once), the system should be troubleshot and fixed.
