(the prompt you get from -xp safe mode with command prompt option) xp CD recovery console does that but then one cannot acess (not even open cdrom door) a different CD and it would be convenient to run a 32 bit command line AV scanner off that CD to check an infected hdd

Note also that DOS was and is a 16-bit operating system. There is no 32-bit flavour. If you really want to start your PC off a CD then you should consider burning yourself a Bart PE boot CD.
