Stop annoying speech in Internet Explorer

Everytime I open Internet Explorer 9 with the sound on, I get an annoying voice telling me how to clear my cache from internet explorer speach. How can I stop this as it's sooooo annoying?

Try this:

 

Click on Tools or use Alt + X.

Select Manage add-ons.

Select Toolbars and Extensions.

Go down the list and under Google Inc you should see Google Toolbar Helper.

Disable this function.

Press Close button.

 

You should stop hearing voices!

 

OR:

 

Go to Control Panel -> Ease of Access -> Ease of Access Center -> Explore all Settings -> Use the computer without a display. Uncheck the checkbox by Turn on Narrator and click Save.
