IIS 6 - "NLST" command closing connection

I there,

 

I have an IIS6 Ftp site, with two virtual directories, two users.

 

One user is trying to do a NLST command, when it does the connection closes.

 

and it gives:

425 Can't open data connection.

 

I've searched, and found that with IIS5 and IIS4 this was an issue, but

whats happening with IIS6?
