Nowadays MS is not selling TS CAL for Win 2000. As far as I know you should buy the win 2008 and then "downgrade" them to win 2000, using the clearinghouse service. Check this last point, because I am sure it can be done with 2003 (win 2008 CALs downgrade to win 2003), but I am not sure if you still can do that with win 2000. Heck Win2k isn't supported at all anymore. I would highly recommend going at least Win2k3. the benefits in regards to terminal services are pretty big especially performance.
