But in 2003 R2, when I run gpedit.msc, there is not System container under Local Computer > Policy -> Administrative Templates -> All that shows up under Administrative Templates is Windows Components. Is shutdown tracker disabled in a different location, or is it even possible in 2003 R2?

I guess in R2 the default templates displayed are different than in the previous version of 2003. Anyway, I added the System templates and low and behold, disable Shutdown tracker appears.
