Can't start program at login for a particular

I have a Windows 2003 R2 server that is running as a terminal server.

I'm not running AD so I'm using the local user setup. I have my users

setup on their Environment tab to "Start the following program at

login". This works great for all users except one. The program doesn't

run at all and he gets just the desktop. I even changed the program

to run to c:\windows\notepad.exe as a test but it didn't even run that.

Where can I look to find out what is stopping this user from running a

program at login for the terminal server? Thanks for the help.
