It's called 'Microsoft Clip Organizer'. It's cretaed possibly when one

downloads clip art from MS.

The ClipArt Organizer is installed with MS Office Suite AFAIK

 

Do you have MS Office?

 

If so, Start>Programs>MS Office>MS Office Tools.
