What file opens mouse controls?

I know that desk.cpl opens the Display control panel, which one opens the

Mouse control panel and what folder is it located in? Askin' because the

computer for guests at my workplace needs for the mouse speed to be adjusted

but the Control Panel menu has been deleted to keep guests from screwin' up

the computer *which happened several times)
