windows xp can't open restore screen, can't bring safe mode

I am having problem with windows xp sp3. I can't bring the system restore

screen. It appears blank white. The problem started this way... I have WinFax

Pro 10.04 on windows xp but fax sharing wasn't working therefore, Symantec

suggested the solution where it asked to go to admin tools and click on

component services and my computers, right click and click on properties,

click on COM Security, Edit limits and add anonymous logon and check local

and remote activation. I followed all the steps still it did not resolve the

winfax sharing issue but got windows problem. When I rebooted the system, I

noticed it takes long time to start and login. Further, I received the error

message windows firewall is not started, secondly, the windows status bar and

Start button did not appear on the screen. It appeared it was below the

screen and error messages when I open other programs such as QuickBooks,

Msword which were working fine before the above process. Also, when I tried

to go back to component services to reverse the above process, as soon as I

clicked on component services and Computers folder, screen disappear (shut

down, can't go to properties any more). Further, I can't open restore screen

it appears white blank and stays there. Lastly, I tried to boot the system in

safe mode, however, when I reset and press F8 repeatedly, it does not give

various start options and windows startup. I have windows xp sp2 CD. However,

few days back I installed SP3 and created the restore point. I am hoping if I

somehow go in restore window so I can restore to that point. Any help will be

greatly appreciated. I really don't want to reinstall windows again along

with all the programs. I am wondering if I can use CD to repair windows but

as I said CD has SP2 while windows was updated to SP3. Thanks for your help.

What anti-virus application or security suite is installed? What

anti-spyware applications (other than Defender)? What third-party firewall

(if any)? Were any of these applications running in the background when you

installed WinXP SP3?
