I did so years ago by adding it to the category accessories. But I thought he was thinking it should be a windows component that can be separately *installed* or *uninstalled* for the whole system, which made little sense to me. It isn't necessary for the operation of the Windows clipboard. You can remove the viewer if you want, most users don't even know that it is even available.
