MS is full of people with many skills I'm sure. Unfortunately, the English language is not one of them. I dunno what you thought "Enable personalized favorites menu" might do but what you were seeing is what it does: Bookmarks for less-frequently visited webpages are not displayed at first when you open Favorites from the Menu Bar. If you wait long enough or click on the downward-pointing chevrons, all bookmarks will display. I've had to help a few people people with Vista based machines, ...and what a major fight to drop a new mvps.org hosts file into the etc directory - i.e. what on earth is all this crap about permissions ? ! # ~!!!
