Glitch?

When I run my cursor over something (clock, quicklaunch, etc.), it shows a

pop-up telling you what it is, but since I downloaded service pack 3 the

pop-ups are blank. What could be causing this?

Several dialog boxes are blank:

Transparent drop-down Menu and disappearing menu text -
