trying to record DVD on HP 1040e dvd writer. I get the message that

WNASPI32.DLL is missing and also that I am not using XP, which I am

Do you have Nero suite?

Either you can copy the file from Nero CD installation or download from here:

http://www.nero.com/eng/downloads.html

or search the net for it, but make sure to scan it first!
