I wonder if Dimension 4 changed this registry key:

HKEY_LOCAL_MACHINE\System\CurrentControlSet\Control\TimeZoneInformation

What values do you have for the following paramaters:

"ActiveTimeBias"

"StandardName"

"DaylightName"

"Bias"

I'm wondering if the "ActiveTimeBias" has been incorrectly set to "C0

03 00 00" (ie +960 minutes).

If so, then you might like to try changing your time zone to some

other, apply the change, and then change back to your preferred time

zone. Maybe this procedure will reset the above parameters, assuming

they are broken. If the numbers are still wrong, then you could

manually edit them, or look for damage in some other registry key.

Re: Posting In The Future?

The data in that CurrentControlSet key derives from the appropriate sub-key

in HKLM\Software\Microsoft\Windows\CurrentVersion\Time Zones\<your time

zone>. (In NT systems, it's \Windows NT\ instead of \Windows\.) The data is

written when you Apply a new Time Zone. The first thing to do if you suspect

corruption of that key is to choose a different time zone, apply it, and

then reset to the desired TZ. If the corruption is still there, then the

info in the above key is the problem.

I have a download that replaces the entire TZ key with current settings, up

to date -- except for Pakistan's, where they recently changed the law

without much warning. I still don't know what their new law(s) prescribe for

Standard and Daylight times. I need to find out and update the file. This

article is the jumping off point:

http://www.grystmill.com/articles/tz_update.htm

Note that you may want to take the file apart and inspect the REG files.

Running the EXE includes a script that uses the SendKeys method, so keep

your hands off the keyboard and just watch the show unless prompted. If the

script stalls or does not execute at all (lots of possible reasons), don't

worry. Just Merge the appropriate REG file and then change the TZ in the

Time/Date applet, apply, and then change it back.

Which means your clock should read UTC -7. Because we're still on Daylight

time. See my reply to Franc, at 2:27 Pacific Daylight Time, for a fix. Or

just go to my site and follow the trail.

my answers are embedded below. these are both with D4 installed and

uninstalled. With D4 installed, my system clock reads 11:28 am--which is 9

Yes! It is 960. What should it be?

I'm in UTC-8. D4 puts my system clock in UTC+8 even though the Time/Date

taskbar still shows me in the Pacific Daylight Time zone.

I also see that the tech who built this computer is already using TZ Edit.

Gary is probably the best person to advise you, but I believe the

ActiveTimeBias should be set to 480 or 420.

Did Gary's TZ updater utility restore the correct the data at the

following key?

HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Time

Zones\Pacific

FWIW, my registry, with the original Microsoft TZ data, shows ...

"Display"="(GMT-08:00) Pacific Time (US & Canada); Tijuana"

"Dlt"="Pacific Daylight Time"

"Std"="Pacific Standard Time"

"MapID"="32,33"

"TZI"=hex:e0,01,00,00,00,00,00,00,c4,ff,ff,ff,00,00,0a,00,00,00,05,00,02,00,00,\

00,00,00,00,00,00,00,04,00,00,00,01,00,02,00,00,00,00,00,00,00

As you can see, the BIAS is 0x000001e0 (=480 minutes).

Looks fine to me. But it bothers me that using my update file didn't fix the

issue immediately, or didn't you try it without D4 in the mix? Without D4

being involved, the updater should have fixed the issue and I'd be very

interested to know if that wasn't the case. I don't know of any mechanism in

Win98 that would change that Registry key or its sub-keys.

Turns out that the most recent update to the TZ info in WinXP and above was

released a month ago.

http://support.microsoft.com/kb/951072/

I'll be updating my files tomorrow, Sunday, but don't be surprised if it's

Monday or even Tuesday before I upload everything. The very first and only

monitor I ever bought for myself was a ViewSonic A75s, a CRT with "short

depth" dimensions. Spent the better part of its life powered up and serving

as my primary monitor. More recently it's been attached to whatever machine

happens to need it, usually my test machine. Well, when I cranked it up this

morning it started doing a snap, crackle, pop like it wanted to reincarnate

as an arc welder, so I've got to drag a used monitor out of the shed

tomorrow. Kinda sad, actually. that monitor had great color. IIRC, there's

not much left in the shed that will work decently enough, or be "short"

enough to fit on my desk. Gotta see if any of my "clients" have any flat

panels that need to be "recycled". Might have to buy a new one. That's

revolting.

Bill, I'm going to ask the tech at work who gave me this computer what he

thinks is going on. I mean, if the BIOS system clock is OK, and the Windows

taskbar clock matches my watch, why would D4 synch me up with the newsgroup

but throw off the Windows clock by 9 hrs? This is one of 2 mysteries with

this computer that I need to solve.

It may be due to Gary's program, Bias is now 0x000001e0 (480). What did

change is that ActiveTimeBias which is now 0x000001a4 (420). The change came

out by futzing around with Gary's program, TZEDIT, and then D4. If the

headers are still wrong, I'm throwing in the towel. Actually, I'll keep it

for a beach towel and head for the Southern California beaches, smack dab in

the PDT UTC-7, and where the only headers you see are on muscle cars and

surfer dudes wiping out on the big waves. Ciao!

Screw D4. Uninstall it.

UTC and GMT are *not* always the same: During British Summer Time (BST), GMT

= UTC +1 (or +0100). Therefore...

PDT = UTC -7 (or -0700) = GMT -8 (or -0800)

Well, D4 is nice in that it keeps the system clock ON TIME (works fine over

here), but if he can't find the problem there, I guess he's stuck with

that - as a "solution".

I use WebTime 2000:

http://www.gregorybraun.com/WebTime.html

I manually synch my clock once a day. There is no executable running

in the background to consume resources, however small.

Re: Posting In The Future?

Have fun taking a break. BTW, DaffyD, have you fully checked your computer

system out for any baddies that may be manipulating your time clock

especially since Bill in Co. uses Dimension 4 and Franc uses another time

clock program and even with Gary S. Terhune's time clock adjuster your time

clock was still wrong. The reason I ask this is that I have had my time

clock be off in the past and it was due to mal-ware. This is just a thought

and another perspective and please let us know what anti-spyware utilities

you use to scan your system as well as the antivirus scanner you are using.

Another thing to check is in add/remove programs to make sure there is

nothing there that you do not recognize or that seems malicious. I helped

out for a week at Camp Stoney this summer again in Santa Fe, New Mexico and

of course and no surprise to me that 2 computers were compromised because of

the camp counselor's continued use of MySpace, FaceBook and Yahoo programs

and junk had gotten in and infected both computers in the same way. I

removed the infected programs and ran the appropriate software and fixed

them. The 2 computers that were compromised were both running Windows. One

of the computers had Windows 2000 Professional and the other computer had

Windows XP. There was a 3rd computer that also had Windows XP but this

computer just had printer issues so it just took removing the old software

and downloading and installing brand new basic printer drivers to get the

machine working as normal again. It certainly is fun to work on computers as

long as you don't let the machines get the better of you and put the matter

in perspective at least that is what helps me deal with electronics when I

get frustrated. Have a great week.

I'm sorry about the monitor problem. I've used the same one for over 10

years. It developed display problems. Now I'm using a castoff from where I

work. If I could afford to buy a new monitor it would come with a new

computer, Gary.

Anyway, your program was part of the fix. I remember that I installed it but

the time still wasn't right. I used D4 to query one of the servers and the

correct time was displayed on the taskbar.

I think your program was the key to D4 getting it right. Since things seem

to be working again, do you think I should still download your program

update?

Wouldn't D4 and Web Time 2000 be very similar types of programs? Although

the picture of Merlin looks really cool. I might switch just for him.

Yes, I only suggested Web Time because I've had no issues with it.

However, Web Time does not have an automatic synch feature, so D4

could be better from that point of view.

BTW, why do you keep asking others if your headers look right? Doesn't

OE allow you to see them for yourself?

I don't use OE, but AIUI the following method displays your email

message headers. Perhaps it works for newsgroup posts as well ???

File -> Properties -> Details -> Message Source
