System Repairing after enabling Microsoft System Guard

My Framework laptop has Intel TXT enable and when I try to enable Firmware Protection from off to on. I'm told to restart is required. Restart run normal then "System Repairing" follow by "Diagnosing Problem". When Intel TXT is disable Microsoft System Guard disappears. OS is Windows 11 Home 23H2 Intel 13th Generation i5-1340P ULT
