How do i fix ram being hardware reserved

Hello so i recently built a new pc with a new motherboard (x570 aorus elite) and gpu (1660ti). Now for some reason my ram sticks are 8.1gb hardware reserved when i have 16gb all together. It affects my performance badly is there a way to fix it? (context when building i lost a singular pin on my cpu)
